Mr. Shailendra Kumar (IAS)
Shri Shailendra Kumar is a senior Indian Administrative Service Officer of the 1995 batch, belonging to the AGMUT Cadre, currently serving as Financial Commissioner (Additional Chief Secretary), Finance Department, Government of Jammu and Kashmir. Born on October 08, 1969, he holds a Master’s degree in History from Patna University. Over nearly three decades of distinguished public service, he has demonstrated exemplary leadership, administrative acumen and a deep commitment to public welfare.
Shri Kumar began his administrative journey in Jammu & Kashmir as Sub-Divisional Magistrate, Baderwah in 1997. After two years in the region, he served as Additional Deputy Commissioner, Udhampur, followed by successive assignments as Deputy Commissioner of Doda, Udhampur, Anantnag and Srinagar (2003). His tenure across key districts was marked by efficient governance, responsive administration and strengthened public outreach.
In 2005, he was appointed Special Secretary, Power and subsequently served as Managing Director of the State Road Transport Corporation. In 2006, he was entrusted with the responsibilities of Special Secretary to the Chief Minister while concurrently serving as Managing Director, Power Development Corporation. During 2007-08, he held the position of Secretary, Public Works Department, contributing to infrastructure planning and execution before proceeding on deputation to the Government of India.
Upon his return to Jammu & Kashmir in 2013, Shri Kumar was appointed Divisional Commissioner, Kashmir, where he oversaw critical administrative and developmental functions in the Valley. He later served as Commissioner/Secretary, Tourism which oversaw 18-hole Golf Course Development in Jammu. His tenure as Commissioner/Secretary, Industries (from October 2015) drew particular recognition for revitalizing industrial assets, most notably the revival of the historic Solina Silk Factory in Rambagh - an initiative widely appreciated for restoring a legacy institution and generating local employment. All Industrial Estates were revitalized, and the Government of India’s Industrial Development Package was successfully implemented, providing renewed impetus to industrial growth and investment in the region.
As CEO, J&K, 2019 Lok Sabha Elections were held successfully and ‘Nirvachan Bhavan’ at Jammu and ‘Darul Intekhab’ Srinagar inaugurated to independently house Election Department officials for the first time.
Government recalled him from the deputation to ECI during 2020 and assigned responsibilities of Social Welfare Department, Public Works Department and Tribal Affairs. In September, 2020, he was assigned Public Works Department relieving him from Social Welfare and Tribal Affairs Departments. PWD tenure ensured end-to-end only online mode payment system and Measurement Book (MB). PWD oversaw unprecedented expansion with establishment of 35 new Divisions and 6 Chief Engineer Offices across J&K. Under PMGSY, J&K claimed 1st position in the Country on maximum length achieved in a calendar year parameter.
During July, 2023, he was assigned additional charge of Agriculture Production Department (Agriculture, Horticulture, Animal/Sheep Husbandry & Fisheries) and independently from January, 2024. This tenure observed very special achievements in Agriculture and allied sectors and two ambitious programmes like HADP and JKCIP were launched and successfully steered to make them household name.
During October 2025, additional charge of Power Development Department was assigned and in February, 2026 responsibilities of the Finance Department has been ordered.
