Mr. S. Krishnan is a veteran banker with more than four decades of experience. He started his Banking career in January 1983 at Indian Bank. In a career spanning over three decades in Indian Bank, Mr. Krishnan gained expertise in almost all the key areas of banking, having served in rural, urban and metro Branches and also in Administrative Offices including Corporate Office of the Bank. He has specialised in Credit, more specifically Corporate Credit. His experience in Risk Management is for over a decade and was the Head of the Risk Management of the Bank. Mr. S. Krishnan headed vital Functions in the Bank like Risk Management, Information Systems Security, HR etc. He was also Executive Secretary to the Board of Indian Bank. Mr. S. Krishnan has been instrumental in initiating a host of reform measures aimed at enriching the quality of HR in the Bank. Mr. S. Krishnan was appointed by the Government of India, as the Executive Director of Syndicate Bank and served as the Executive Director from 1st November 2017 to 31st March 2020. During the said period he was overseeing almost all key verticals / portfolios of the Bank. Notable amongst them are, Corporate Credit, Risk Management, HR, Internal Audit and Compliance. He played a pivotal role in capital raising, Regulatory remediation programme of the overseas branch of the Bank and spearheaded the merger process of the Bank with Canara Bank. Mr. S. Mr. S. Krishnan was appointed as the MD & CEO of Punjab & Sind Bank by the Government of India. He served the Bank as MD & CEO from 4th September 2020 to 31st May 2022. He was also Chairman of the Board of the Bank from June 2021 to May 2022. During his period there was total transformation of the Bank on all the fields, be it digital, IT, risk, compliance, monitoring, recovery, business development or HR. Further, during his period, the Bank was turned around and registered highest ever profit in 2021-22. Subsequent to superannuation and pursuant to the approval of the appointment by Reserve Bank of India, Mr. S. Krishnan took charge as MD & CEO of Tamilnad Mercantile Bank Ltd. He served the Bank from 4th September 2022 to 7th June 2024. During the said period, the shares of the Bank were listed on stock exchanges, various systems and procedures were put in place / enhanced, embargo put in place by the Regulator was lifted, branch expansion was restarted, the Bank was approved for carrying out Agency business (Government Business), Risk & Compliance culture was inculcated across the Bank, Business Process Re-engineering/transformation project was rolled out. During his period, the century old Bank, registered highest ever profit (in four digits) during both 2022-23 and 2023-24. Being Tech Savvy person, he always trusted technology as the game changer in the Banking and accordingly took several initiatives to digitize the processes in different fields wherever he has worked. He has received many awards and accolades during the four decades of the journey in the financial sector. Mr. S. Krishnan is a Post Graduate in Commerce and a qualified Cost Accountant. He is also a Certified Associate of Indian Institute of Bankers (CAIIB). He has also successfully completed Certification Programme in IT and Cyber Security for Board members conducted by IDRBT. He was a member of the Managing Committee of IBA and also alternate Chairman of IBA’s Standing Committee on Agriculture & Allied Activities. Mr. Amitava Chatterjee is the second MD & CEO of Jammu and Kashmir Bank Limited. Mr. Chatterjee was Deputy Managing Director, SBI and has also served as MD&CEO of SBICAPS. Mr. Shailendra Kumar (IAS)

Shri Shailendra Kumar is a senior Indian Administrative Service Officer of the 1995 batch, belonging to the AGMUT Cadre, currently serving as Financial Commissioner (Additional Chief Secretary), Finance Department, Government of Jammu and Kashmir. Born on October 08, 1969, he holds a Master’s degree in History from Patna University. Over nearly three decades of distinguished public service, he has demonstrated exemplary leadership, administrative acumen and a deep commitment to public welfare.

Shri Kumar began his administrative journey in Jammu & Kashmir as Sub-Divisional Magistrate, Baderwah in 1997. After two years in the region, he served as Additional Deputy Commissioner, Udhampur, followed by successive assignments as Deputy Commissioner of Doda, Udhampur, Anantnag and Srinagar (2003). His tenure across key districts was marked by efficient governance, responsive administration and strengthened public outreach.

In 2005, he was appointed Special Secretary, Power and subsequently served as Managing Director of the State Road Transport Corporation. In 2006, he was entrusted with the responsibilities of Special Secretary to the Chief Minister while concurrently serving as Managing Director, Power Development Corporation. During 2007-08, he held the position of Secretary, Public Works Department, contributing to infrastructure planning and execution before proceeding on deputation to the Government of India.

Upon his return to Jammu & Kashmir in 2013, Shri Kumar was appointed Divisional Commissioner, Kashmir, where he oversaw critical administrative and developmental functions in the Valley. He later served as Commissioner/Secretary, Tourism which oversaw 18-hole Golf Course Development in Jammu. His tenure as Commissioner/Secretary, Industries (from October 2015) drew particular recognition for revitalizing industrial assets, most notably the revival of the historic Solina Silk Factory in Rambagh - an initiative widely appreciated for restoring a legacy institution and generating local employment. All Industrial Estates were revitalized, and the Government of India’s Industrial Development Package was successfully implemented, providing renewed impetus to industrial growth and investment in the region.

As CEO, J&K, 2019 Lok Sabha Elections were held successfully and ‘Nirvachan Bhavan’ at Jammu and ‘Darul Intekhab’ Srinagar inaugurated to independently house Election Department officials for the first time.

Government recalled him from the deputation to ECI during 2020 and assigned responsibilities of Social Welfare Department, Public Works Department and Tribal Affairs. In September, 2020, he was assigned Public Works Department relieving him from Social Welfare and Tribal Affairs Departments. PWD tenure ensured end-to-end only online mode payment system and Measurement Book (MB). PWD oversaw unprecedented expansion with establishment of 35 new Divisions and 6 Chief Engineer Offices across J&K. Under PMGSY, J&K claimed 1st position in the Country on maximum length achieved in a calendar year parameter.

During July, 2023, he was assigned additional charge of Agriculture Production Department (Agriculture, Horticulture, Animal/Sheep Husbandry & Fisheries) and independently from January, 2024. This tenure observed very special achievements in Agriculture and allied sectors and two ambitious programmes like HADP and JKCIP were launched and successfully steered to make them household name.

During October 2025, additional charge of Power Development Department was assigned and in February, 2026 responsibilities of the Finance Department has been ordered.

He is a CPA (Australia), LL.B., and B.Com graduate, and holds certifications in Forensic Accounting, IT & Cyber Security, and Independent Directorship.

He served as President of ICAI (2019–20), Chairman of WIRC of ICAI (2007-08) and as an Independent Director on the Board of State Bank of India (2021–2024). He was also member of Insurance Regulatory & Development Authority of India.

He currently serves as Chairperson of Multi Commodity Exchange Clearing Corporation Limited and holds directorships in reputed listed and unlisted companies.
